Initiatives for Faculty Improvement

In order to address number of functional issues especially faced by the teaching staff, Higher Education Department has launched a number of special initiatives:

Accelerated Promotions

There is a protracted backlog for more than ten years in the promotions of the college lecturers and professors, such snags in career growth has direct bearing on the performance of a public servant. Such conditions tend to a loss of commitment and zeal in performance of duties. To address the issues the department has planned measures for accelerated promotions of the college cadre.

CTI-College Teacher Initiative

To alleviate the problem of shortage of teaching faculty, a makeshift arrangement has been made by launching College Teacher Initiative. The principals of respective colleges have been authorized to appoint teachers on temporary basis against the vacant positions. The appointments are made through a committee which includes the District Education Officer (Colleges) and the principal of college.

College Inspection

The Department has initiated an inspection mechanism of Government colleges in the Punjab. The inspections are being scheduled by Director Education Colleges’s and carried out by Director Education Colleges’s and Deputy Director Colleges of concerned divisions and districts respectively. The detailed inspection report includes key indicators of College performance including enrollment, results and teachers absenteeism etc.

Direct Induction of Assistant and Associate Professors

To attract highly qualified scholars and academics, as well as to fill in the vacant posts, the Higher Education Department has planned direct appointments against vacant positions of Assistant and Associate Professors. The scheme has the prospects of attracting energetic academics to the folds of Higher Education Department of the Punjab.

Ensuring Student Attendance

In order to ensure regularity and discipline, the department has made 75% attendance mandatory for being eligible to appear in the final examination at all levels.

M Phil / Ph. D Allowance

To encourage the students and teaching staff for continuing education and research in their respective fields, the Higher Education Department has initiated special allowance for the staff members who have completed M Phil/Ph D. A monthly allowance of Rs. 5000 / 10,000 for M Phil / Ph. D respectively has been announced for all such staff by the department.

Pilot Project to address the issue of Teacher Absenteeism

A pilot project to record the attendance of teaching staff has been initiated in selected colleges of Lahore district by installing Biometric machines.

Special Allowances for the Teaching Staff and Principals

In order to encourage and support the teaching staff posted in peripheral areas “Hard Area Allowance” has been notified for the teaching staff, as well as a special allowance for the principals of colleges has been announced.

Subject Rationalizing

Higher Education Department has initiated a much required qualitative and market oriented subject rationalization. Educational census is conducted, largely completed, in order to embed the rationalization process on objective grounds and to determine the benchmarks.
